A ) BBMB intends to procure 06 nos. 66kV Potential Transformers and 40 nos. 66kV Current Transformers for various Sub- Stations of BBMB as detailed under: B ) The tender document ( specification ) shall be downloadable only to those bidders who submit the request for issue of tender document along with requisite demand draft of Rs. 2360/- as tender document fee in the office of Director/ P & D ( TS ), BBMB, Chandigarh before 1700 hrs of dated 09. 10. 2019. C ) Qualifying Requirement The documents meeting the following & lsquoQualifying Requirement & rsquo of the bidders will be evaluated prior to evaluation of Part- I ( Techno- commercial ) of bids. The Part- I ( Techno- commercial ) of bids of only those bidders shall be evaluated after approval of competent authority, who fulfills the Qualifying Requirements. The bidder should upload the requisite documents to establish qualifying documents along with the tender. The documents submitted by the bidders are subject to scrutiny by the purchaser and their bids are liable to be rejected at any stage for non- compliance with the qualification requirement. 1 ) The bidder must have minimum experience of 7 years in India reckoned up to the date of NIT in design, manufacturing, testing and supply of Current Transformers and Potential Transformers of required voltage class or higher voltage class. Period of 7 years shall be ed from the date on which equipment had been manufactured and offered for inspection. To clarify, the bidder will have to substantiate that they have manufactured and offered for inspection the Current Transformers/ Potential Transformers of required voltage class or higher voltage class prior to 7 years from the date of NIT. 2 ) The minimum average annual financial turnover for the last 3 consecutive acing/ financial years ending 31st March/ 30th September/ 31st December ( 2017, 2018 and 2019 or latest ) should be at leastIndianRs. 14, 40, 000/- ( Rupees Fourteen lac forty thousand ). The bidder should furnish requisite copies of financial results viz profitability, turnover, balance sheet duly certified by authorized Charted Acant/ equivalent certifying authority of last 3 consecutive acing/ financial years ending 31st March/ 30th September/ 31st December ( 2017, 2018 and 2019 or latest ) indicating that they have financial capability, established resources and working capital to meet the financial obligations pursuant to the execution of the contract taking into ac other existing commitments and qualify the minimum requirements as above 3 ) Past supply criteria 3. 1 ) The bidder should have manufactured and supplied a minimum 40 of the NIT quantity ( total NIT quantity 06 nos. 66kV Potential Transformers and 40nos. 66kV Current Transformers ) of similar or higher voltage rating of Current Transformers and Potential Transformers to Govt. Power Sector Utilities/ PSUs/ SEBs/ Govt. Departments in any one financial year. 3. 2 ) In support of fulfillment of the past supply criteria, the bidder shall furnish documentary evidence in the form of certificate from Chartered Acant. The bidder shall also sign and affix seal on the C. A. Certificate. The certificate should have membership number with the name & address of the chartered acant. It should clearly indicate the quantity supplied, period of supply, voltage class of the equipment etc. 4 ) Performance criteria 4. 1 ) At least 20 of NIT quantity ( total NIT quantity is 06 nos. 66kV Potential Transformers and 40 nos. 66kV Current Transformers ) of similar or higher voltage rating of Current Transformers and Potential Transformers supplied by the bidder to Govt. Power Sector Utilities/ PSUs/ SEBs/ Govt. Departments should have been in satisfactory operation for a continuous period of at least two years. 4. 2 ) In support of the performance criteria, the bidder shall furnish the performance certificate for satisfactory performance ( indicating the order no. & date, deion of equipment, quantity, date of commissioning & date of issue of certificate ) from the purchaser/ user issued by an officer not below the rank of Executive Engineer/ Manager. The bidder shall also sign and affix seal on these documents 4. 3 ) BBMB reserves the right to deny issue of specification on the basis of unsatisfactory/ poor performance of equipment supplied by the bidder to BBMB against previous orders. In case the firm has previously supplied instrument Transformers of any voltage rating from 36 kV upto and including 400kV and if the performance of any of these voltage rating instrument transformers is reported to be unsatisfactory/ poor, then the specification will not be issued to that firm even if it furnishes the performance certificate ( s ) from other Govt. Power Sector Utilities/ PSUs/ SEBs/ Govt. Departments as per criteria at 4. 1 above In case the quantity worked out for past supply and performance on the basis of percentages is in fraction then the fraction below 0. 5 will be ignored and in case the fraction is either 0. 5 or higher then next whole number will be considered. 5 ) Type Test Criteria: The bidder shall furnish valid and authenticated type test reports for the 66kV Current transformers and 66kV Potential Transformers of the type and design to be offered by them against this NIT. In case the offered design is same as the type tested one, type test reports will be acceptable irrespective of date of type tests. These type test reports as per relevant IS/ IEC should be from a Govt./ a Govt. approved/ a Govt. recognized/ NABL accredited laboratory/ ILAC i.e. International Laboratory Accreditation Cooperation ( in case of foreign laboratory ). However, in its request for issue of tender documents, the bidder is required to certify that the submitted type test reports of instrument transformers are applicable to the type and design being offered by them against this NIT. Following type test reports are required to be submitted:- 66kV Current Transformers i ) Lightning Impulse voltage withstand test ii ) High voltage power frequency wet withstand test on CT iii ) Temperature rise test iv ) Short Time Current withstand testfor 31. 5kA for 1 sec v ) Determination of Errors & other characteristics 66kV Potential Transformers i ) Temperature rise test ii ) Lightening impulse test iii ) High voltage Power frequency wet withstand test iv ) Determination of errors. Bidders who are technically qualified and submit the prescribed undertaking to the BBMB can participate in e- Reverse Auction for 06 nos. 66kV Potential Transformers and 40 nos 66kV Current Transformers for which NIT is floated. Participation in e- Reverse Auction is mandatory for all eligible bidders. Any bidder not willing to submit such an undertaking shall be disqualified for further participation in respect of procurements in current NIT. IMPORTANT NOTES 1 ) The Purchaser reserves the right in respect of the following without assigning any reasons whatsoever:- a ) increase or decrease the above stated minimum qualifying requirements should the circumstances warrant for such a change in the overall interest of the Board, or, b ) amend the scope of work, or, c ) reject or accept any for reasons of not submitting request according to stipulated instructions including national defence or security consideration or wrong declaration or misconduct or factual incorrectness in submitted data/ documents, or, d ) cancel the process and reject any/ all application ( s ) 2 ) The Purchaser will neither be liable for any such actions without recourse to appeal nor be under any obligation to inform the Applicant of the grounds for his decision. 3 ) Purchaser reserves the right to cross- check/ ascertain/ scrutinize the documentary evidences furnished by them alongwith their request, at any stage or request for any additional information/ documents from any or all Applicant ( s ). 4 ) Allowing of the Applicants to participate in further tendering process shall not be construed that they have fulfilled the prescribed eligibility criteria as laid down in NIT as they shall have to meet with other requirements stipulated in Tender Document.
