Tender Description:
A) BBMB intends to procure one no. 6000 LPH Transformer Oil Filtration for 220 kV S/Stn Kurukshetra. B) The tender document (Specification shall be downloadable on those prospective bidders who submit the request for issue of tender document along with requisite demand draft of Rs. 2360 as tender document fee in the office of Director P&D(TS) BBMB Chandigarh before 11.00 hrs of dated 22.07.2019. C) Qualifying Requirement The documents meeting the following requisite Qualifying Requirements are to be uploaded by the prospective bidder along with tender under schedule E 1) The bidder must have minimum experience of 7 years in Indiareckoned up to the date of NIT in design, manufacturing, testing and supply of one no.. 6000 LPH Transformer Oil Filtration sets. Period of 7 years shall be ed from the date on which equipment had been manufactured and offered for inspection. To clarify, the bidder will have to substantiate that they have manufactured and offered for inspection the 6000 LPH T/F Oil Filtration set.or higher capacityprior to 7 years from the date of NIT. 2) The bidder should furnish requisite copies of financial results viz profitability, turnover, balance sheet duly certified by authorized Charted Acant/ equivalent certifying authority for the last three financial years ending 31st March/ 30th September / 31st December (as applicable) indicating that they have financial capability, established resources and working capital to meet the financial obligations pursuant to the execution of the contract taking into ac other existing commitments and qualify the minimum requirements as above. 3) Past supply criteria 3.1) The bidder should have manufactured and supplied a minimum of one no. 6000 LPH T/F Oil Filtration of similar or higher capacity to Power Sector Utilities/PSUs/SEBs in any one financial year during the period from 1st Jan, 2012 up to the date of NIT. 3.2) In support of fulfillment of the past supply criteria, the bidder shall furnish documentary evidence in the form of certificate from Chartered Acant. The bidder shall also sign and affix seal on the C.A. Certificate. The certificate should have membership number with the name & address of the chartered acant. It should clearly indicate the quantity supplied, period of supply, voltage class of the equipment etc. 4) Performance criteria 4.1) At least one no. 6000 LPH T/F Oil Filtration of similar or higher capacity of Oil Filtration supplied by the bidder to Power Sector Utilities/PSUs/SEBs should have been in satisfactory operation for a continuous period of at least two years during the period from 1st Jan, 2012 up to the date of NIT. 4.2) In support of the performance criteria, the bidder shall furnish the performance certificate for satisfactory performance (indicating the order no. & date, deion of equipment, quantity, date of commissioning & date of issue of certificate) from the purchaser/user. 4.3) BBMB reserves the right to deny issue of specification on the basis of unsatisfactory/poor performance of equipment supplied by the bidder to BBMB against previous orders. In case the firm has previously supplied T/F Oil Filtration and if the performance of any of these is reported to be unsatisfactory/poor, then the specification will not be issued to that firm even if it furnishes the performance certificate(s) from other Power Sector Utilities/PSUs/SEBs as per criteria at 4.1 above. D) e-Reverse Auction e-Reverse Auction will be carried out in current NIT under the framework of BBMB rules after opening of price bid. Bidders who are technically qualified and submit the prescribed undertaking to the BBMB can participate in e-Reverse Auction for one no. 6000 LPH T/F Oil Filtration for which NIT is floated. Participation in e-Reverse Auction is mandatory for all eligible bidders. Any bidder not willing to submit such an undertaking shall be disqualified for further participation in respect of procurements in current NIT. IMPORTANT NOTES The Purchaser reserves the right in respect of the following without assigning any reasons whatsoever:- a) increase or decrease the above stated minimum pre-qualification requirements should the circumstances warrant for such a change in the overall interest of the Board, or, b) amend the scope of work, or, c) reject or accept any for reasons of not submitting request according to stipulated instructions including national defense or security consideration or wrong declaration or misconduct or factual incorrectness in submitted data/ documents, or, d) cancel the process and reject any/all application(s) The Purchaser will neither be liable for any such actions without recourse to appeal nor be under any obligation to inform the applicant of the grounds for his decision. 3) Purchaser reserves the right to cross-check/ascertain/scrutinize the documentary evidences furnished by them along with their request, at any stage or request for any additional information/ documents from any or all applicant(s). 4) Allowing of the applicants to participate in further tendering process shall not be construed that they have fulfilled the prescribed eligibility criteria as laid down in NIT as they shall have to meet with other requirements stipulated in Tender Document the bidder will have to substantiate that they have manufactured and offered for inspection the one no. 6000 LPH T/F Oil Filtration or higher capacity prior to 7 years from the date of NIT. Notwithstanding anything stated above, the Purchaser reserves the right to inspect the manufacturing Works & Installations etc. at any stage to assess Applicant&rsquos capability to perform and the requisite scope of work, should the circumstances warrant such an assessment in the overall interest of the Purchaser.
